Is it reasonable to filter social networking websites like Friendster and Myspace in universities?

I am a student of the University of the Philippines - Visayas, a constituent university of the University of the Philippines System. The administration is planning to filter such sites. We have a debate activity in one of our classes and I was assigned in the affirmative side. The resolution is: The University of the Philippines administration should ban and filter social networking sites in all its campuses. I am hoping someone could help me defend this resolution.

Is it reasonable to filter social networking websites like Friendster and Myspace in universities?
The college's position is:





The use of those websites is taking away bandwidth on their network





The use of those websites is deterring students from the activity they are at college for - learning





The university would rather see students actively commingle on a personal human to human basis and not being glued to their computers
